A control on the collection of pearl oysters from the wild stocks. The orderly development of pearl farms. The vertical integration of the industry. An approach to the growth in production of pearl oysters determined by industry, and based on sensitivity to markets. Market stability. The retention of the pearling industry in Australian hands.
